Kelly has been the Archives Manager of Special Collections at the State Archives of North Carolina, and the Administrator of Historical Publications at the North Carolina Office of Archives and History, where she was editor in chief of the Review and documentary co-editor of The Papers of James Iredell Sr. Before that, she was an Archivist at the North Carolina State Archives.
