Orgyen Tobgyal Rinpoche , also known as Tulku Ugyen Topgyal and Gyalchen Tulku, is a lama of the Nyingma school of Tibetan Buddhism, held to be the activity emanation of Taksham Nüden Dorje, of whom Dudjom Lingpa was also an emanation. He is the eldest son of the 3rd Neten Chokling, and Dzigar Kongtrul is his brother.

He served as a member of the Tibetan Parliament-in-exile twice between 1994 and 2006, in addition to taking care of Pema Ewam Chögar Gyurme Ling Monastery, founded by his father in Bir where he still resides, until handing it off in 2004 to the 4th Neten Chokling Rinpoche, whom he raised there.
