In less than 25 years, more than half of the poor in developing countries will live in cities, but US assistance for international housing and urban services programs has essentially disappeared. This report attempts to answer the question: what does 50 years of USAID experience tell us about new directions for foreign assistance to provide affordable shelter options for the poor and improve the lives of slum dwellers throughout the world? More than a history of US assistance for housing and urban development programs since 1960, the report also identifies accomplishments and lessons learned for the future. It contains interviews with persons with years of first-hand experience directing programs on the ground, recommendations for practitioners and policymakers, and an analysis of less obvious opportunities as well as recognized challenges presented by a rapidly urbanizing world.
