He's a self-appointed guardian of the city that keeps an eye on the various thief guilds, ensuring they follow the rules he's given them to keep the city in a state of delicate peace. He also tends to do some mercenary work on the side, so long as it isn't too distasteful. For those curious, this story takes place between books three and four of that series."
