The North Carolina conservatives became at once an active working corps in the interest of the new constitution, while the radicals looked on interested but questioning. Even before the Convention at Philadelphia had finished its labors the most far sighted oi the former began to plan the election of a conservative state governor as the initial step toward ratification.8 They now began to call themselves federal men, and soon thereafter, Feder aliste. By assiduous correspondence and personal exertions prac tical organization was effected, the Old conservatives, or outs.
