Elizabeth has been forced to return to England from Kenya. The turmoil in an Africa devastated by climate change making it no longer safe to continue her work as a nurse at a refugee centre. James, lecturer in art history, is an active member of an environmental party. They meet by chance at a time when the increasing sea level is causing catastrophic flooding which leads to a breakdown in social order. Losing everything of their former lives in the political upheaval, even their previous identities, they journey together towards an uncertain future of living off the land. Their precarious relationship faces emotional and physical threats as they become involved in the struggle of a new political regime seeking to establish its hold.
