Keelung is located in the northern part of Taiwan, surrounded by mountains on three sides. There is only a small amount of plains facing the sea in the north, which is the Keelung Port of Deepwater Valley. The harbor is deep into the urban area and has a wide water surface. It is a gateway to North Taiwan. It is a combination of commercial ports, military ports and fishing ports.

Due to the influence of the northeast monsoon, Keelung's winter is often rainy, and the average temperature is only about 22 degrees Celsius. It is known as the "rain harbor capital".
